Labeling guide:
- Get bounding box as tight as possible
- Zoom as much as necessary for small images
- Include antenna if it's visible
- If it's barely visable in smaller images, still include it, but don't draw the box as high
- See prior annotations for examples

- For occluded images, draw bounding box as if's full size behind the occlusion
